A Clunking Noise In Shoulder

New rules on alcohol sales

The Delbono our new mayor did not take much to reveal what his course of action and, unfortunately, it seems it is very similar to that of the much-hated Cofferati ..

became mayor in late June, Delbono end of July had already passed an order of urgency, make the most of the loopholes granted by the Maroni law on special powers of mayors. That order in fact was approved July 27 '09 and entered into force on 3 August '09 .. (Read the PG 191431)

But what is this urgent measure? The usual question alcohol .. or rather, the usual question of alcohol to take away (though perhaps it would be appropriate to call the issue of cheap alcohol ..).

Specifically the order forcing workshops (the takeaway) neighborhood and the food (so-called Pakistani) the center to close the shutters between the 22 and 6 am the next day (first run at that time could only open and not requiring authorization could not sell alcohol). This in effect from 3 August until 30 November 2009. But because the mayor is a man of the left grants everyone the opportunity to sign an agreement (other weapons provided by the Maroni law mayors ..) with which they obtain permission to open even in that time slot but undertake not to sell alcohol even in the rest of the day (with a lot of checks at stores, triggered immediately any premises which have applied for an extension ..).

The thing that is disturbing, as happened in the past, the signing of this agreement ( Read ) provides for the acceptance of two clauses: the first is that violating the pact even once you lose the right to extension and then you should unquestionably close after 22, but the second is that it requires the petitioner to "waive any further appeal of that order in court and administrative" . If we add that the day of approval (and only that day) the operators in question were notified by letter of the new order and then had almost 3-4 days to decide and sign the agreement (otherwise they would have had to shut down automatically after 22), perhaps it is explained where he was the extreme urgency of implementing that order: to ensure that no one did you use ..

But what's more the sense of disgust that comes when a politician who presents a program full of demagogic opening socio-mental ( ELECTION LAWS OF THE PROGRAM DELBONO , and a month after his election behaves in this way , we have to add a conceptual reflection on hypocrisy in the text of this ordinance ..

During all the premises included in the text of the law, you crush your hand on the question of the glass (as a container of alcohol) and its negative impact on safety and dignity of the city, as well as to justify the measure as a necessary consequence of non-cooperation by some managers in compliance with regulations in force, albeit insisting by saying that this legislation has produced excellent results .. But, incredibly, in the end the ordinance prohibits such public places to remain open, instead of selling alcohol in glass! And just as the agreement provides that we can not even sell alcohol during the day (which means that if you do not live downtown and I want a cool beer after dinner drink if I'm sitting in a bar!), When talk all the time the problems associated with the consumption of alcohol to take away at night!

Virtually synthesizer so that order can :
As the evening people get drunk and buy a drink even in these local as this situation threatens public safety because the bottles are used as a weapon, as in However consumers around dirty and make noise, as some people have complained, because some local non-cooperative;
Then we make sure that the small food shops (supermarkets, bars, and restaurants are not covered in the rules!) can not sell anything after the 22 (as if one could not fill up with alcohol before, maybe taken directly to the supermarket, or as if he could still get drunk in a normal bar or restaurant ..) and if you want to remain open, for we do not sell alcohol out of spite even in broad daylight, when it would bother anyone .

Congratulations Mr. Mayor, this is a measure that will solve the security problems and degradation of our cities, and will be a great blow to the scourge of alcohol abuse among young people. Take notes and maybe in the next election we will not be fooled a third time.
